Frank Kinney
Frank Kinney has spent over 25 years working in the higher education, finance, and business management arena. His career includes operating experience, management consulting, and auditing. Frank's expertise lies in helping higher education institutions and companies optimize their business processes, with a specialized focus on finance and internal controls. His experience encompasses financial forecasting and modeling, budgeting and financial reporting, accounting system selection and implementation, administrative process analysis and redesign, and strategic planning. Frank has assisted over 100 higher education institutions in assessing, documenting, and improving their service levels.

Professional Experience:
• Analyzing all functions of finance, facilities, and administrative offices. The analyses establish the performance baseline of processes, services, staffing and staffing patterns, and administrative expenditures to identify gaps in processes and systems.

• Helping higher education and non-profit companies manage and maintain compliance with the Sarbanes-Oxley Act (Sarbanes) of 2002. For a major university, Frank was retained to enhance the university's institutional accountability and responsibility. The objective of the project was to document financial systems and internal controls in a manner that will comply with section 404 of Sarbanes and would facilitate evaluation of internal controls. The project resulted in the creation of a finance manual that documents processes, internal controls, and management's assessment of the controls to serve as the focal point for management's annual evaluation of accounting processes and internal controls.

• Numerous projects for a variety of entities that resulted in improved accounting processes and timely GAAP compliant financial reporting with comparisons to budget, and period-end forecasting.

Education
• Frank earned his MBA from the Keller Graduate School of Management and a B.A. in Psychology from Lawrence University.
